Described as ''the most innovative school improvement service in the UK”, Babcock 4S has grown from £17m to £43m turnover in a period of just 5 years. This case study shows how the Council created this unique model of collaboration and how the local community has benefited financially and educationally from its resulting success.  

The JV now works with hundreds of schools, central government and most local authorities in London and the South East. It delivers a wide ranging CPD and events programme, education consultancy packages, school support services, ICT, facilities management, admissions, data services and integrated local authority contracts. It is in the process of becoming an accredited Academies Sponsor and manages the National Assessment Agency for Advanced Skills Teachers.

At a time when many local authorities are reducing their support for school improvement, Surrey continues to invest to ensure that all local children have access to high quality schools. Through a bold and innovative approach the Council has weathered the recent changes in education policy and funding, reaped financial rewards, returned money to the community and seen outcomes for local children rise.
